A Report on a Flood-Affected School and Village

 

Shigar District is a long settlement situated between two small mountains. Curiously, although this district lies by the river, it is not irrigated by the river water. Instead, its survival depends on small streams flowing down from the mountains on both sides. In terms of population, it is not dense, but the abundance of trees has certainly confirmed its 'wooded' nature. The land here is fertile and comprises large fields. I learned that many individuals own hundreds of kanals (a unit of land area) of land. They easily obtain two crops a year from these lands. If the local people were to learn about modern agriculture and acquire the skill to benefit from new technology, they could make Gilgit-Baltistan self-sufficient in wheat production. As one proceeds toward the inner villages of Shigar, the number of walnut and apricot trees increases. Many of the walnut trees are estimated to be over a hundred years old.

Chhatron and the Hot Spring:

The hot spring in Chhatron is a focal point for everyone. It serves as the primary and best bathing facility for the local community. Some people believe that the water from this spring is a cure for all diseases, claiming that bathing here removes all types of sickness from the body. How reliable this belief is, only the adherents would know. However, it is undeniable that the presence of the hot spring is a defining feature of Chhatron.

The Flood-Stricken Village:

The small settlement we visited comprises about 150 households. This village, named "Dogra Gond," was the most severely affected by this year's flooding. The village's only school has lost its entire building, which was completely swept away by the flood. Nearly 80 children are currently receiving their education in a tent set up in a field.

The purpose of visiting this village was to help the school children and encourage them, conveying the message that the obstacles in the way of knowledge are temporary, and they must not lose their courage. We observed that the children were far from despair. Instead of mourning the loss of their school building, they were a living example of determination and resolve. It was clear from the conversations with many of the children that they would work hard for success and would one day serve the nation by becoming "Doctors," "Engineers," and "Teachers," etc.

A Call for Modernity:

This is the account of a backward village where, even in the 21st century, medical facilities are not available and means of communication (mobile networks) are scarce. While the rest of the world is touching the heights of the sky and knocking on the door of Artificial Intelligence, many villages in Gilgit-Baltistan remain deprived of modern facilities. In such a situation, how can we compete with other nations, and how can we join the race for competition?

Nevertheless, losing heart is a sign of defeat. The soldier in the front row is the one who has made hard work and dedication their way of life. I am not disappointed in the new generation of Gilgit-Baltistan. There will come a time when this generation will conquer all fields of competition.

ایک سیلاب زدہ اسکول اور گاوْں کی رُوداد

شگر ضلع دو چھوٹی پہاڑیوں کے درمیان موجود ایک طویل آبادی پر مشتمل ہے۔ عجیب بات تو یہ ہے کہ دریا کنارے یہ ضلع واقع ہے تاہم دریا کے پانی سے یہ سیراب نہیں ہوتا بلکہ دو طرفہ پہاڑیوں سے بہنے والی چھوٹی چھوٹی ندیاں شگر کی بقاء کی ضامن ہیں۔ آبادی کے اعتبار سے گنجان تو نہیں البتہ درختوں کی بہتات نے اِس کی "گنجانیت" پر مہر تصدیق ثبت کردی ہے۔ یہاں کی زمین زرخیز اور بڑے بڑے کھیتوں پر مبنی ہے۔ معلوم ہوا کہ اکثر افراد کئی سو کنال زمینوں کے مالک ہیں۔ وہ ان زمینوں سے سال میں دو فصلیں بآسانی حاصل کرلیتے ہیں۔ اگر یہاں کے لوگ جدید زراعت سے باخبر ہوکر اور نئی ٹیکنالوجی سے مستفیض ہونے کا ہُنر جان لیں تو گلگت بلتستان کو گندم میں خود کفیل بناسکتے ہیں۔ جیسے جیسے شگر کے اگلے دیہاتوں کی طرف بڑھیں گے اخروٹ اور خوبانی کے درخت زیادہ نظر آئیں گے۔ اکثر اخروٹ کے درختوں کی عمریں اندازاً سو سال سے زیادہ ہوگی۔ چھترون میں موجود گرم چشمہ ہر خاص و عام کی نگاہ کا مرکز بنا ہوا ہے۔ مقامی لوگوں کےلئے نہانے کی بہترین سہولت یہی گرم چشمہ ہے۔ بعض لوگ اعتقاد رکھتے ہیں کہ اِس چشمے کا پانی تمام امراض کےلئے دوا ہے۔ یہاں نہانے سے جسم میں موجود ہر قسم کی بیماری دور ہوجاتی ہے۔ یہ بات کس قدر قابلِ وثوق ہے وہ معتقدین ہی جانیں، البتہ اِس بات سے انکار کرنا ممکن نہیں کہ گرم چشمہ کی موجودگی چھترون کی وجہِ شناخت ہے۔

جس چھوٹی سے آبادی کا ہم نے دورہ کیا تھا وہ قریب ڈیڑھ سو گھرانوں پر مشتمل ہے۔ "ڈوگرہ گونڈ" کے نام کی یہ آبادی رواں سال ہونے والی سیلاب زدگی کی سب سے زیادہ شکار رہی۔ گاوْں کا اکلوتا اسکول اپنی عمارت کھوچکا۔ پوری عمارت سیلاب میں بہہ گئی ہے۔ 80 کے قریب بچے کھیتوں میں لگے ٹینٹ میں تعلیم حاصل کررہے ہیں۔ یہاں اس گاوْں کا دورہ کرنے کا مقصد یہ تھا کہ اسکول کے بچوں کی مدد کی جائے اور اُنہیں حوصلہ دیا جائے کہ علم کے حصول میں حائل رکاوٹیں عارضی ہیں۔ بس آپ کا حوصلہ ختم نہیں ہونا چاہیئے۔ ہم نے دیکھا کہ بچوں میں ہرگز بھی یاسیت نہیں تھی۔ وہ اپنے اسکول کی عمارت پر ماتم کرنے کے بجائے عزم و حوصلے کی عملی تصویر بنے ہوئے تھے۔ اکثر بچوں کی گفتگو سے اندازہ ہوا کہ وہ کامیابی سے ہمکنار ہونے کےلئے کڑی محنت کریں گے اور ایک دن وہ "ڈاکٹر"، "انجینئر"، "مدرس" وغیرہ بن کر قوم کی خدمت کریں گے۔

یہ اُس پسماندہ دیہات کی رُوداد ہے جہاں اکیسویں صدی میں بھی طبی سہولیات میسر نہیں اور ذرائع رسل و سائل (موبائل نیٹ ورک) بھی عنقاء ہیں۔ دُنیا جہاں آسمان کی بُلندہوں کی چھو رہی ہے اور مصنوعی ذہانت کی دہلیز پر دستک دے رہی ہے وہی گلگت بلتستان کے کئی دیہات جدید سہولیات سے محروم ہیں۔ ایسی صورت حال میں دیگر اقوام سے ہمارا کیا مقابلہ ہوگا اور ہم کیونکر مسابقت کی دوڑ میں شامل ہوسکیں گے۔ بہرحال حوصلہ پست کرنا بھی شکستگی کی علامت ہے۔ پہلی صف کا سپاہی وہی ہوگا جس نے محنت اور لگن کو اپنا اوڑھنا بچھونا بنالیا ہو۔ میں گلگت بلتستان کی نئی نسل سے نا اُمید نہیں ہوں۔ ایک وقت ہوگا جب یہ نسل مسابقت کے تمام میدان فتح کرلے گی۔
